Dec 24, PM. I had the exact same problem and was so frustrated. Turns out the problem is with Touch ID for me. Disabled touch ID and manually enter my password everytime I download an app now, and it works so far.

I restarted my phone and on a guess turned off cellular data and tried App download with WiFi only, iphone 8 plus apps not downloading. Worked like a charm. Loaded two new Apps to my iPhone in a matter of minutes. I suspect the iOS 11 security was blocking cellular data for some reason.

I had to go through two total resets and with the last one I could download 2 apps and then it stopped downloading. I followed Nyanseii advice and disabled touchID for the App store and now I can finally download apps, except I have to type my appleID password every time, which is annoying but at least it works: Nyanseii, you are a genius!!

I also iphone 8 plus apps not downloading off the fingerprint and used my password instead. Also turned off cellular data.
