Well yes, that was the point of the Workshop, it provided mods for the original game. And they didn't carry it over because the SE allows for mods to be used on consoles, and the Steam Workshop is not accessible to those systems. So Bethesda set up their own network so that everyone could access mods for the game, not just PC users. Just thought I would share some advice for an annoying bug with Skyrim and the Steam Workshop not working as intended, as I think it's a common problem but I can not for the life of me find people talking about it. I had subscribed to a good 40+ mods in the workshop but whenever I would start the game the mods would never install. I tried removing the game, and the Civ5 folder in MyGames, then reinstall, verify the game cache to mend that one file that won't download, and restart my computer. I finally figured out how to have the mods appear every time. In summary: make sure Steam is not running on your computer before you start CIV, and the mods will appear. Every since I've used this approach, my mods always now appear.

My game was not downloaded via steam it is external. Ah, unfortunately for you, steam doesn't fully support external copies of games.
